I hope that the voice search service is not going to experience regular outages, as this is a key feature of the product, but currently I am unable to complete ANY voice searches, and the watch UI returns "slow network" each time I try.

In the Timers app on the watch, it's possible to create new custom timers. There is no way to remove these timers, or at least there is no mechanism in the user interface that appears to allow the user to try to delete it. Over time, the list of timers could become unwieldy and cause user complaints...
