I had the same issue. The solution was to turn off the bluetooth headset. Immediately after, the cloud-symbol disappeared. Re-enabling the headset was no problem.

I found out that the problem is caused by Google Pay - it is not supported in my country anyway.
When I registered a card in Google Pay the "no internet connection" icon appeared.
So if you disable Google Pay application and restart you watch the internet connection works again.

The story:
I ate at the burger king, a salesman came to me to do a survey, iol asked me if i can go to a BK survey website.
I took my phone and I went, and the .. "inaccessible site".
have nothing to understand ....
so I looked at home and just like the watch in WIFI it works.
after several hours of research, a foreign post tells me the solution.
In Android 9, APN cellular data is set to .... IPV6 only.
I put IPV4 and IPV6, and BINGOOOO the site was accessible.
Better, my watch has found its connection directly, the play store, OK google, everything works !!!!!
And yes, a filthy protocol that blocked everything in android P.
4G protocols are handled in APNs.
here, problem solved!
